IPART’s Final Report on Embedded Networks New South Wales (NSW) embedded network customers and Embedded Network Operators should now be aware that IPART (Independent Pricing and Regulatory Tribunal) has released its final report on embedded networks. IPART has published three final decisions based on the draft report, as well as an extensive series of final recommendations coming from the consultation process that have far-reaching impacts on the NSW embedded network market. Key Decisions: IPART’s report focuses on maximum price protections for small customers in embedded networks and proposes the below. - Principles and objectives of assessing pricing approaches: - Benchmarking maximum prices will protect embedded network customers. - Pricing Methodology will determine maximum unit prices, not annual bill caps. DMO and VDO Draft Determinations Released The AER and ESC have recently published their preliminary decisions regarding the upcoming DMO and VDO pricing for 2024/25. Pricing benchmarks are often debated, particularly so for certain customers in embedded networks, where these benchmarks impact price caps for exempt sellers. Overall, the draft determinations indicate that these benchmarks will likely reduce, discounted from the previous year. However, some customers may see increases or very little change. ACT Government Responds to Independent Review into Embedded Networks Over recent years, the regulation and operation of embedded networks within the National Electricity Market (NEM) has been given significant attention in line with the growth of, particularly, residential embedded networks. The Australian Capital Territory (ACT) Government has responded to its recently published independent review, drawing on the report's findings to outline a path forward for the state that utilises the benefits of embedded networks for customers. Submissions close for AER Issues Paper on Embedded Networks within the NEM On the 30th November 2023, the Australian Energy Regulator (AER) released an Issues paper to review the regulatory framework in place for Embedded Networks with submissions having closed earlier this week. This follows recent jurisdictional queries into Embedded Networks, including Victoria, NSW, ACT and South Australia. The Issues Paper released by the AER outlined several potential options they have at their disposal to curtail the growth, close further entry or improve the regulation of Residential embedded networks.
