    Next week, the Albanese Government is set to introduce legislation aimed at enhancing the integrity and sustainability of the international education sector. As part of this initiative, the Minister for Education will have the authority to establish maximum enrolment allocations for new international students across education providers. Key highlights of the upcoming legislation include:  📌Prevent education providers from owning education agent businesses. 📌Pause new international education provider registrations and new course offerings from existing providers for up to 12 months. 📌New providers must show a history of quality education for domestic students before enrolling international students. 📌Cancel dormant provider registrations to prevent them being used as a market entry tool by unscrupulous actors. 📌Prevent providers under serious regulatory investigation from recruiting new international students. 📌Improve the sharing of data relating to education agents. 📌In addition, the Government will prohibit agent commissions on student transfers between providers in Australia to remove incentives for unscrupulous agents and providers to ‘poach’ students. The Albanese Government is set to release a draft International Education and Skills Strategic Framework, fostering sustainable growth and quality standards in collaboration with stakeholders. This initiative aims to enhance the sector's integrity, quality, and sustainability, with ongoing stakeholder consultations to refine the framework ahead of its release later this year. Minister for Education, Jason Clare, emphasises the importance of these reforms in ensuring a sector that prioritises integrity and sustainability, while Minister for Skills and Training, Brendan O’Connor, reaffirms the commitment to a safe and supportive environment for international students. Furthermore, Minister for Home Affairs, Clare O’Neil, underscores the Government's strategic approach to managing international student numbers, aligning with broader migration objectives.     The Australian Government is increasing the financial capacity requirement for Student and Student Guardian visas. The increase was announced on 8 May 2024 and will apply to Student and Student Guardian visa applications lodged on or after 10 May 2024. Applications lodged before 10 May 2024 will be assessed by the Department of Home Affairs under the financial capacity requirements as at the time of application. Visa applicants who lodge applications within the first week of the changes coming into effect will be given additional time to demonstrate their capacity to meet the requirements.     Unlocking the potential of Vocational Education and Training (VET)...   The Department of Employment and Workplace Relations VET Qualification Reform aims to support workforce development and ensure a stronger, more resilient, and productive economy.   Skills Ministers have established the Qualification Reform Design Group to provide recommendations on the future of qualification design.  The Design Group proposes a new differentiated qualifications system to preserve qualifications that are working well while enabling new qualification models to serve different purposes. The proposed model:  1️⃣ Purpose 1: qualifications leading to a specific occupation (for example a licensed trade).  2️⃣ Purpose 2: qualifications to prepare learners for multiple occupations within an industry.  3️⃣ Purpose 3: qualifications that develop cross-sectoral or foundation skills and knowledge which may be applied across industries or lead to tertiary education and training pathways. This new model focuses on fast-tracking the delivery of VET qualifications that are more flexible, relevant, transferable and highly valued by industry and learners.   As a Jobs and Skills Council, the FSO will work with the Design Group to provide advice to Skills Ministers.
